Michael Outram APM

Michael Outram is a strategic adviser specialising in national security, technology, supply chain integrity and international trade, with more than four decades of operational and executive leadership experience.

From 2018 to 2024, he served as Commissioner of the Australian Border Force and Comptroller-General of Customs, leading a workforce of approximately 5,500 officers and overseeing the secure movement of almost $1 trillion in annual two-way trade. Prior to this, he served as Assistant Commissioner Protection with the Australian Federal Police, including leading the AFP’s response to the MH17 tragedy, and held counter-terrorism appointments with the Metropolitan Police in London.

Outram also served as chair of the World Customs Organization’s Asia-Pacific Region, representing 33 member economies.

He currently advises Australian and international organisations on sovereign risk, critical infrastructure, supply chain resilience and the adoption of advanced technologies in regulated environments. Outram is a Distinguished Adviser at the ANU National Security College and a mentor on its Executive Development Programs. He also advises Altana AI, TRM Labs and VMI Security.

Outram is a graduate of the Australian Institute of Company Directors, holds a Master of Business and Technology from the University of New South Wales, completed the Leadership in Crises executive course at the Harvard Kennedy School, and is a recipient of the Australian Police Medal.
